Mr. William Dwayne Black, HORIZON BOD Co-Chairman and Chief Executive Officer, is a Colorado-based real estate developer in the Region from a prominent Midwest family with extensive experience in banking, Petroleum product trading and sales. Mr. Black’s humanitarian contributions include support for African and Russian orphanages and other charitable and educational projects in developing nations.

Ms. Ludmila Selinsky, HORIZON BOD
Co-Chairman and President, is a New York-based descendent of a White Russian émigré family that is respected in Russia and Europe for its historic and current contributions and has been highlighted in International mass media. An experienced executive in international trade and public relations, she has traveled widely in Europe, Asia, the Middle East and Russia on business, cultural and humanitarian projects, was involved in international Technology Transfer programs and publications, including NASA-Russian Space Agency ventures and the Energy Sector. Ms. Selinsky had addressed the Russian Parliament and worked on projects for the UN and UNESCO.

Mr. Gary D Black, HORIZON Vice President Sales, was educated in California and Colorado, and has worked in business and humanitarian projects in the USA and Africa. Mr. Black has 20 years experience in executive sales, marketing and non-profit funding. He served as Co-Founder, Vice President, VP Sales and Regional Sales Director for various telecommunications companies. From 1994 to 2000, Mr. Black served as CEO/President of an international non-profit organization establishing sustainability and leadership initiatives on three continents. Currently, Mr. Black is engaged in commercial oil and gas trading.

Mr. George Selinsky, HORIZON Vice President Development/Public Relations graduated from New York University’s Tisch School of Film and Television, and has worked for 10 years in commercial audio-visual and publications projects internationally. Mr. Selinsky traveled in Russia and Europe on various assignments, including business development, participated in events with top government officials, was interviewed on Russian national television, and has top-level contacts in business and cultural organizations and Ministries. Mr. Selinsky has added expertise in financial analysis and management to compliment his international business development and promotional activities for HORIZON.
