RAIC – Russian American Investment Company, registered in Obninsk, Russia, and New York, USA, is an associate company owned jointly by two Horizon Principals and Russian partners.

RAIC is involved in bringing international investment to opportunities in Russian Natural Resources, such as precious metals, lumber and coal, and Infrastructure Projects that include industrial and residential construction in various Regions of European Russia and Siberia. RAIC has a relationship with a Russian Moscow bank affiliated with SBERBANK for its financial projects and transactions.

RAIC – Russia is headed by Director General Vladimir A. Grishkin, a PhD in atomic materials transportation safety in the Russian Federation with extensive ties to Regional Administrations and Federal Agencies throughout Russia. Dr. Grishkin works with National and Regional industrial and social development programs, including affordable housing, agriculture and energy, which also provide exceptional opportunities for international investment and participation.

RAIC-USA is by Mr. Dwayne Black and Ms. Ludmila Selinsky who bring selected Russian business opportunities to International investors, and US and create strategic partnerships for development of vast Russian Natural Resources and related Infrastructure.

RAIC Legal Counsel in Russia is Legal Technologies of the 21st Century Foundation, a company specializing in legal aspects of private business, finance, government Tenders and regulations of Russian strategic Natural Resources reserves. The Company’s President is Mr. Yuri I. Skuratov, former Prosecutor General of the Russian Federation.

Dr. Yuri I. Skuratov, PhD of Legal Sciences, Professor of constitutional, administrative and international law, Honored Jurist and Former Prosecutor General of the Russian Federation, was born in the Buryat Republic. After graduating from the Sverdlovsk Academy of Law and earning his PhD followed by the highest Doctorate degree in local self-government in 1987, became the youngest Doctor of Leal Science in the USSR. From 1991 was senior legal consultant to the head of Inter-republic Security of Russia, in 1993, Sr. Advisor to the Minister of Security of the Russian Federation, then Director of the Institute of Law Enforcement and Law and Order with the Prosecutor General’s office. In October 1995, confirmed as Prosecutor General of the Russian Federation. Dr. Skuratov’s aggressive investigations into government corruption under President Yeltsin led to his forced resignation in 1999.  In 2000 Dr. Skuratov ran for President of Russia. Dr. Skuratov is often invited as guest speaker on Legal issues internationally and has lectured in the USA, Japan, Italy, India, Germany and other countries. As Founder and President of Legal Technologies of the XXI Century Foundation Dr. Skuratov offers public-service legal consultation online through major Russian publications and radio and TV interviews.

RAIC Associates include consultants and representatives of financial institutions, construction and engineering firms, and business interests in countries of the Russian near abroad, such as Mongolia and Estonia, and the Middle East.
